Joseph Vaughan
Biography
Joseph Vaughan serves as Principal of Franklin Advisors LLC. In this capacity, Joseph advises clients on evolving legislative and regulatory policies impacting capital formation, fixed-income markets, asset management, private client services and tax policy. Joseph also advises diversity stakeholders such as the Offices of Minority and Women Inclusion (OMWIs), Chief Diversity Officers (CDOs) and C-Suite leaders on performance trends in ESG and DEI, including Corporate Social Responsibility (CSR), third-party engagement, philanthropy, engagement with the Tri-Caucus, federal and state policymakers and Executive Branch leaders.
Joseph formerly worked for the House Financial Services Committee where he served as Senior Diversity and Inclusion Policy Advisor to Chairwoman Joyce Beatty (D-OH). In this capacity Joseph developed the agenda of the Subcommittee on Diversity and Inclusion. and implemented Chairwoman Beatty's diversity and inclusion agenda including legislative and regulatory policy development, third-party stakeholder engagement, public speaking, speech writing and engagement with regulated entities and related trade associations.
Joseph served as the Executive Director of the Corporate Diversity and Inclusion Forum (CDIF) and Managing Director, Government Relations for The Williams Group. Joseph has more than 25 years of experience advocating for the financial services sector through his tenure as a Managing Director at the Securities Industry and Financial Markets (SIFMA) and Bond Market Associations.
Joseph Chairs the Board of Directors for the Capital Area Asset Builders, formerly served as Vice Chair of the Board of Directors for the United Planning Organization and Chaired the DC Financial Literacy Caucus.
Joseph holds a Bachelor of Science degree from the University of Maryland and completed the Securities Industry Institute at the Wharton School of Business at University of Pennsylvania.
